La question de savoir si des enfants sont placés en raison de la pauvreté fait l'objet d'un débat depuis qu'elle a été posée dans le Rapport Général sur la Pauvreté. Les parents directement concernés n'en doutent pas le moins du monde: leurs enfants sont plus souvent placés que d'autres, justement parce qu'ils sont pauvres. Cette vue des choses ne fait toutefois pas l'unanimité parmi les professionnels du secteur: les uns confirment la perception qu'ont les familles, tandis que les autres contestent cette vision ou du moins la nuancent, indiquant que la pauvreté n'est jamais l'unique motif d'une telle décision. L'enjeu du débat est réel puisque la réponse à cette question du lien entre conditions socio-économiques défavorables et risque (au sens statistique du terme) accru d'une mesure de placement oriente fortement la politique de l'aide à la jeunesse. C'est la raison pour laquelle le Service de lutte contre la pauvreté, la précarité et l'exclusion sociale a saisi l'opportunité offerte par le programme de recherches AGORA du SPP Politique scientifique d'objectiver l'existence ou non d'une telle relation en croisant les différentes données disponibles. Dit boek biedt een tussentijds verslag van de evolutie die Rotterdam heeft doorgemaakt nadat in 2002 een college van B&W aantrad, dat voor een derde deel bestond uit aanhangers van de vermoorde Pim Fortuyn. Het nieuwe stadsbestuur wilde de lang verwaarloosde sociale problemen in de stad krachtig aanpakken. Verschillende specialisten beschrijven elk een specifiek aspect van de complexe problematiek, met vooral aandacht voor de welzijnssector. Eerst wordt ingegaan op het begrip 'sociale kwaliteit' en de toepassingen ervan in Rotterdam. Kerndimensies zijn hier sociaal-economische zekerheid, sociale cohesie, sociale inclusie en empowerment. Het tweede deel bespreekt de overgang die de welzijnssector moet maken naar meer sociaal ondernemerschap. Vervolgens wordt de heroriëntatie van de sector besproken, met aandacht voor kinderopvang, het basisonderwijs, de jeugdzorg en de gezinsopvoeding. Het slothoofdstuk behandelt de professionalisering van de sociale sector, die een nauwe samenwerking inhoudt tussen de beroepspraktijk, de aankomende professionals en kenniscentra als de Hogeschool Rotterdam.
